Washington, D.C., December 9, 2025 — The Governments of the Republic of Liberia and the the United States of America have signed a historic Memorandum of Understanding (MOU) committing over $124 million in U.S. Government support to strengthen Liberia’s health systems, disease surveillance, outbreak response, and frontline health workforce.
A Foreign Ministry release said this milestone agreement makes Liberia the first country in West Africa and the third in Africa, following Kenya and Rwanda—to enter into this category of bilateral health cooperation with the United States.
The MOU was signed in Washington, D.C. by Her Excellency, Sara Beysolow Nyanti, Liberia’s Minister of Foreign Affairs, and Hon. Jeremy P. Lewin, Under Secretary for Foreign Assistance, Humanitarian Affairs, and Religious Freedom at the U.S. State Department.

Under Secretary Lewin as saying:
- “This government-to-government engagement is a symbol of the deepening bilateral relations between the United States and Liberia. As the first country in West Africa to sign this health cooperation MOU, Liberia demonstrates its commitment to health security, innovation in disease response, and long-term systems resilience.”
The U.S. State Department, now serving as the lead agency for implementing all foreign assistance—including humanitarian aid and economic development, will oversee the execution of this agreement.
For her part, Minister Nyanti expressed Liberia’s appreciation for the partnership:
- “On behalf of President Joseph Nyuma Boakai, Sr., and the people of Liberia, we extend deep gratitude to the Government and people of the United States for this historic partnership. We particularly recognize the technical support of the Minister of Health, Dr. Louise Kpoto, and her team who worked tirelessly on the fine details of the MOU.”
The Minister emphasized that the agreement reflects Liberia’s determination to build a resilient health system capable of protecting citizens against future health threats while improving everyday access to essential services.
The MOU outlines a five-year investment totaling $124,418,400 . Key areas of focus include:
- Expanded Disease Surveillance & Rapid Outbreak Response
- Strengthening national capacity to detect, monitor, and respond to emerging health threats.
- Laboratory Systems Modernization
- Enhancing national and regional laboratory infrastructure to improve diagnostic capabilities.
- Supply Chain Strengthening
- Modernizing systems for medicines and essential health commodities to ensure reliable delivery nationwide.
- Frontline Healthcare Workforce Development
- Deploying and scaling up trained healthcare workers across Liberia’s counties.
- Digital Health Information Systems
- Building integrated platforms to improve data collection, monitoring, and decision-making.
- Maternal, Child, and Infectious Disease Services
- Strategic investments to reduce maternal and child mortality and strengthen infectious disease prevention and control.
The agreement sets a precedent for health cooperation across West Africa. By prioritizing resilience, innovation, and collaboration, Liberia and the United States aim to create a model that other nations in the region can emulate.
The partnership also reflects the shared vision of both governments to advance global health security, promote sustainable development, and strengthen ties between the American and Liberian peoples.
