Washington, D.C., June 17, 2025 - A Memorandum of Understanding (MoU) has been signed to establish a strategic partnership aimed at engaging Liberia's diaspora communities in the United States.
The Embassy of Liberia in Washington, D.C., and the Liberia Diaspora Exchange (LDx) will work together to promote dialogue and cooperation between the Government of Liberia (GoL) and its diaspora.
This partnership seeks to encourage diaspora investment and participation in national development. Additionally, it will utilize the LDx Community Platform to enhance the visibility of government initiatives and expand outreach efforts.
The platform will also assist the Embassy in organizing business-to-business meetings between Liberian and U.S. small and medium-sized enterprises (SMEs) as part of Liberia's economic diplomacy efforts.
During the signing event in Washington, D.C., Ambassador Dr. Al-Hassan Conteh expressed gratitude to the Chair of LDx, former Commerce Minister Hon. Axel Addy, and Mr. Roland Carey, the CEO of LDx, for their initiative.
Ambassador Conteh emphasized that the platform will enable the Embassy to fulfill the Ministry of Foreign Affairs' mandate for all Liberian missions to implement tangible economic programs that benefit Liberia. He indicated that this partnership will also facilitate discussions with Liberian organizations in the United States on U.S. immigration issues and Liberia's development programs.
In response, Hon. Addy and Mr. Carey expressed their appreciation to the Ambassador for his vision. Hon. Addy noted that the D.C. metro area is home to many successful Liberians and alumni of the University of Liberia, who can be engaged to contribute to national development, including supporting the University of Liberia’s endowment fund.
The signing ceremony was witnessed by Ms. Genevieve Woods-Winstead, Executive Secretary of the Ambassador, Ms. Haibatu Pusan, First Secretary/Consul, and Ms. Joetta Addy, Second Secretary/ Vice Consul.
The Liberia Diaspora Exchange (LDx) is a U.S. corporation that has developed a software application to promote the objectives of the Liberian Diaspora Engagement Policy (LEDP) of the Government of Liberia. The LEDP is a comprehensive policy framework designed to facilitate the engagement of the Liberian diaspora in promoting economic and social development in Liberia.
